Can't reset password on Windows Vista Home Premium laptop because "Switch User" is missing.

It's my grampas old computer so I don't know the password, I don't have a setup CD, and for some reason "Switch User" doesn't show up. I believe if I could get "Switch User" to show up I would be able to use the Administrator account. It's an old Dell laptop. Any ideas?
