/Microsoft Family Safety Content Restrictions does not allow Chrome to work at all

To be fair. I want to have parental controls on windows and Microsoft edge turned on. I also have Google family running separately for google software. My kid uses google Chrome for school, google docs for school, and uses chrome accounts and apps that need chrome.

I got my kid a windows 10 computer for school.

I'm set up as the Windows Admin. My kid has a Microsoft Kid account, needs my PIN to install apps, so far everything works like it does at the office.

I set up Microsoft Family safety, parent & child accounts, etc.

Everything worked great until I blocked inappropriate websites. Chrome stopped working, requires parent permission for more time.

I get a notification on my PC to allow her more time, I click yes, 1 hour.

Chrome still won't open and my kid sends me another request for 1 hour.

I click yes. allow one hour. It still won't open.

I remove Chrome from the always blocked.

I try to add Chrome to "Always allowed" apps. But the Microsoft Family website won't allow me to add any apps to always allowed. it simply doesn't respond.

Does anybody have an actually function windows machine with content restriction and block inappropriate websites that runs both windows edge and google chrome browsers at the same time? I have 4 PC's running windows ten, have used every menu feature available in Microsoft Family safety and cannot get it to work.

The only solution I have found to get Chrome to run on a PC is to disable "block inappropriate websites" which is kind of missing the point.

Anyone know how to make Windows 10 Kid safe and controlled when the use Chrome for School?
