WDS reports wrong OS version?

Server 2016 Standard with WDS. Last week, I created a new deployment for Windows 10 Pro 1909 (build 10.0.18363). When adding 'install.wim' to WDS, I noticed the OS version is listed as 10.0.18362. I.e. Windows 10 1903. So I checked the machine I had freshly installed off of this install.wim to check the build number. And Winver reports build 10.0.18363.

I wonder - is this a bug of WDS or is there something else going on?
