I am experiencing an extremely irritating issue. I've seen similar issues reported for Windows 10 over the past few years with no real resolution.
What happens is, the UI essentially dies. Command Prompt is blank. Windows 10 dialogs are blank.
Programs suffer the same fate. Zoom, Skype, various chat programs, and some others all exhibit the same issue where dialogs are blank, buttons are blank, text is 100% missing......
why? How do we fix this?
This is unacceptable that basic functionality of an OS suddenly goes away. I've not experienced something like this ever until Windows 10. From as far back as Windows 3.1, this has not been a thing.
Here is a gathering of images demonstrating the problem. You are charging money for this operating system, and yet it does this? Cmon.
I needed to edit some system variables for some work I am doing. I cannot do so:
I need to do some things at the command prompt as well, but I cannot:

I can only assume this image upload prompt is also incorrect:
As is the save dialog in paint:
Paint itself isn't looking to good either.
This is 100% unacceptable for something that you expect to be your flagship OS. The core component of the Windows OS is broken.
I thought we were past the era of "oh just reboot" to fix things? Rebooting is only a temporary solution. The issue always comes back.
I have tried inplace upgrades and reinstalls. Basically, this thing I paid money for isn't working as intended, and is impacting my ability to do work.
If you're going to do away with good versions of Windows and force this one on us, maybe make sure it's actually good.
One thing I notice is the following:
I have my folders grouped by type. When scrolling thru my downloads folder, I reach towards the bottom where .wsz files are sitting. The scrolling pauses, jitters, and then hops down. It lists no name for the heading bar of the wsz file, and similarly does this for .gz and .zip files.
This might be part of what causes the UI to tweak out.
I also do foreign language work and use IME. I notice that the Japanese especially goes insane during this time.
Ideas/solutions appreciated.
