Windows Server 2016 will not install KB4565511 via Microsoft Update Standalone Package (The update is not applicable to your computer)

Hello to the community,


We have experienced multiple issues trying to apply the July patch. All servers have experienced the error "The update is not applicable to your computer." Is anybody else experience this issue with the July release for Windows Server 2016 Build 14393. We downloaded the standalone package from the Microsoft update catalog.
