Windows Server 2012 Standard R2 Local printer ports disappearing

Hello, I just recently with the last couple months started having this issue now with multiple systems running windows server 2012 Standard R2. It seems whenever either the PC reboots or print spooler restarts any installed printers will still show installed but the port they were using will disappear from the computer. It doesn't matter if I try to view it from printer properties or the print server manager neither will show the port but if I try to recreate the port it says it already exists. So far the only solution I've been able to find is create a new local port after altering the share name of the printer.

It doesn't matter if I have the printer using a standard TCP/IP port, a local port using the UNC path for the printer, or just a quick add using the add printer wizard all of these will lose the port they install on.

I've tried looking for the ports in the registry under HKEY_LOCAL_MACHINE \ SYSTEM \ CurrentControlSet \ Control \ Print \ Monitors \ Standard TCP/IP Port \ Ports
I know this is most likely the work of a windows update gone bad just having trouble determing the update and what a permanent fix may be so I'm not constantly troubleshooting printers.
