Code 31 with "Attempt to send a message to a disconnected communication port" message

OS is Windows 10 Enterprise 1809 build 17763.1369.

Portable device is Icy Box IC-121CL-6G with HGST HUH721010ALN600.

Port is USB 3.0 with Power Management set to never allow turning off the port to save power.

Driver is WPD FileSystem Volume Driver.

Intermittent interruptions in the connection made me check out the Device Manager.

Message in devmgmt reads:

This device is not working properly because Windows cannot load the drivers required for this device. (Code 31)​

Attempt to send a message to a disconnected communication port.​

Installing/updating/re-installing/disabling/re-enabling the driver won't work.

In the Events tab, there are multiple recurring events of this content:

Device SWD\WPDBUSENUM\{8c6b204f-7fdc-11ea-8113-24fd52f77324}#0000000000100000 requires further installation.​

Driver Management has concluded the process to add Service WUDFWpdFs for Device Instance ID SWD\WPDBUSENUM\{8C6B204F-7FDC-11EA-8113-24FD52F77324}#0000000000100000 with the following status: 0.​

The situation does not change when trying (a) the other HDD bay in Icy Box, (b) another HDD, (c) another USB 3.0 port in the PC, or (d) another USB cable.
