2020-07 Cumulative Update for Windows 10 Version 1909 for x64-based Systems (KB4565483) - Error 0x800f0831

After several attempts, Windows update will not install the subject update. Here is what I have tried.

1. Reviewed the cab.log and found that the following as the missing feature that is causing the update failure. Unable to find Microsoft-Windows-HyperV-OptionalFeature-HypervisorPlatform-Disabled-Package~31bf3856ad364e35~amd64~~10.0.18362.657 in the Windows update catalog to fix this.

1. I ran scfs /scannow. No issues found.
2. I verified that Windows update is set to automatic and running.
3. I downloaded the package manually and installed it.
4. Went back to Check for updates. It still shows the update as missing.
5. Tried running the update again and it fails.

How do I fix this to get Windows update working again.
