all my programs will not open on my computer asking what to open with ..
even my control panel .. does anyone know how I can fix it so programs will
open again by them selves?

Presumably you mean they won't open when you double-click on their
associated file types. If so, sounds like you've lost (all?) your
associations. However, the main question you need to ask is Why?

You might have unwelcome malware (virus, trojan, spyware, etc.,) and should
urgently run a current antivirus utility, etc. Once you have confirmed all
is 'clean' then consider :-

How recent? If within the past 5 days or so, try running scanreg /restore
and select the last known 'Good' date (if still available) and proceed with
screen prompts. Otherwise you've got the laborious task of re-associating
each one in Windows Explorer | Tools | Folder Options | File Types

A long shot: Download
<http://securityresponse.symantec.com/avcenter/UnHookExec.inf>
put it on the computer, rightclick on it and choose 'Install'.

This will restore the standard registry linkage for execuatables.

If this helps, you should scan your system for virusses.

Quick fix to check:
Boot Safe Mode and open WIN.INI
A couple of early lines probably read
load=
or
run=

These two lines should usually be blank
(as above = equals nothing.) Some malware
writes into them
run=BADFILE.EXE
or something similar

Write down the name of any file you see
written here, then backspace over it to remove
it. Save file and reboot. If you formerly had
this indicator of malware, your PC may now boot OK.
