Need to push power button twice to boot up in windows 10

Windows 10 Home (x64) Version 2004 (build 19041.388)

THE PROBLEM:
When I do a windows shutdown then try to power back up, I have to do a power button shutdown then press the power button again so it will boot back up. I noticed that it doesn't even run POST during the first attempt. I have tried going into Control Panel -> Hardware and Sound -> Power Options -> Choose what the power buttons do and disabling Fast startup but that has not done anything. As a matter of fact my untrained eye says it still boots up pretty fast but that could be because my boot drive is an SSD.
Any ideas?
