CPU processor stuck at 22% usage but Battery/Adapter does not have any issue

Hi,

Lately, I have been facing this issue that my processor does not run at its usual speed. It works totally fine for a few moments after I wake it from sleep but after 1-2 minutes, the processor cannot clock above 0.48 GHz while the base speed is 2.2 GHz. This makes my laptop very laggy and sometimes even simple processes, like using word docs, excel can't be performed.

Things I have tried based on the other threads that I could find here:

1. Running a boot time hardware diagnostics for understanding if the battery, adapter or processor is at fault. But I could not find any issue.

2. Switched battery performance to High Performance, still to no avail.

3. Used Intel's Diagnostic tool to fully check different issues with the processor, but nothing was found. All tests were passed the system.

4. Reinstalled OS to eliminate any malware issue.

Please help me in this regard.

A few additional information that I can think of that could be relevant.

- The battery and the adapter both are manufacturer's build. I haven't replaced them since I bought the laptop.

- I first experienced this issue while playing a game. The FPS suddenly dropped to around 10-15 and the laptop is never the same since.

- I also experience problems with audio of the laptop while using it for a local mp3 or video file.

I am also attaching a screenshot of the Task Manager highlighting this issue..
