Why does my personal computer not allow me to change certain things or say "another app is using this device"

We have been working remotely since March. However, we are expected to work on our own personal devices and ever since I downloaded the company's portal I have had lots of settings changed and I can no longer access some thing (like my remote camera), receiving a message to ask the Administrator for permission. How does Microsoft allow that?
