BSOD (IRQL_NOT_LESS_OR_EQUAL) + hal.dll

So recently I have been getting BSODs, I did a clean installation of Windows10 hoping this process will put an end to these issues but I was wrong. After two days, I get this BSOD with the error code IRQL_NOT_LESS_OR_EQUAL. I've searched for the cause of this specific BSOD and I ended up doing a memtest but to no avail... Later on, I installed my LAN driver from my MB manufacture website and after 10 mins I got another BSOD (DPC Watchdog Violation) which on BlueScreenView it says it was caused by hal.dll
P.S I had a lot of BSODs with the Windows10 version 2004 so I did I clean installation to 1903
