Bluetooth no longer available

Last night, Bluetooth suddenly disappeared from Windows 10. No Bluetooth button in the action center, and no switch in "Bluetooth and Other Devices" to toggle Bluetooth on/off. Oddly, in device manager, the list of devices keeps disappearing and reappearing constantly, like it keep trying to refresh something. Here is what I've tried so far:

- Uninstalling Intel Wireless Bluetooth from the device manager (it just reappears after reboot)

- Rolling Windows back to a week ago (when Bluetooth was working perfectly) through System Restore

- Complete "Reset" of Windows (I guess this is analogous to a reinstall of Windows 10?)

- Reinstalling the motherboard chip set drivers

- Reinstalling the latest Intel Wireless Bluetooth drivers

- Updating my motherboard to the latest BIOS

Here are my pertinent system specs:

Windows 10 Home 64-bit

MSI B450I Gaming Plus AC

I should also note, I have another computer that is identical to this one, and it has not had any issues with Bluetooth or any other issues for that matter. The good computer has received all the same Windows updates as far as I can tell, so I don't think it is related to that.

When I plug a USB Bluetooth dongle into the computer, it has Bluetooth functionality as normal. So the issue is with the integrated Bluetooth in the motherboard it seems.

I noticed in events recorded under Intel Wireless Bluetooth in device manager, that are a few errors. I'm not sure how to interpret them, so I'll post the details below:

Event 1 is duplicated at a few other times. It appears the events are related to drivers bth.inf and oem31.inf

I am currently at a loss. Any help with this would be much appreciated!
