Windows Security AntiSpam OE Hook Launcher popping up on desktop screen.

I keep getting this annoying pop up: Windows Security AntiSpam OE Hook Launcher with my outlook email address and asking for password. Googled to find a cure and called Norton as they suggested. After a month of weekly chats with Norton telling me they will contact me later in 24-48 hrs. which never happened. I finally was able to contact by phone and they did a remote session and tells me that its not their problem but a Window Security problem.
