My Dell laptop was recently having performance issues so I had to force shut down. When I tried restarting, I get stuck on a frozen screen once the Dell welcome screen comes on. I tried initiating safe mode from cold boot by restarting my computer 3 times in a row but the computer says that it is "preparing Automatic Repair" but then it gets stuck on a black screen indefinitely. I don't see winRe or anything. I have tried several fixes none of them have worked:
The keyboard seems to be fully functioning. The keyboard backlight is on and the capslock light still toggles on and off when I press it.
Other details:
These are the issues that I was seeing prior to the boot up issue. I'm not sure it's relevant but I'm listing them here just in case

- I unplugged all accessories including the battery
- I tried using the Dell OS recovery to try to reinstall Windows and I still had this issue.

- Disk usage was always at 100%
- To resolve this I did a clean boot. i found that when I disabled Dell's SupportAssist program on startup it fixed this issue. I the uninstalled the program
- I reinstalled the program but it indicated that my hardware scan couldn't be run
- This started happening after a windows update
After resolving the disk issues, I noticed that my computer was not able to install the latest update
A few months ago one of my graphics card failed and I haven't replaced it
