Unlike most discussions of this error, which presume I have access to Windows 7 Home Premium (32bit) controls, I cannot reach even Windows File Explorer. Although I can use an elevated command prompt to reset passwords for all accounts, and can enter new passwords, and all accounts now have administrator powers, the same error message halts any attempt to reach Windows controls in Control Panel, or even to use System File Checker or another repair utility.
As of now, I can reach the internet protected by all Bit Defender layers and am password protected, and can use all applications normally.
I have run Bit Defender Total Protection in full system scan, and found four instances of trojans, whose names and locations I noted, before deleting them. Further full system scans revealed nothing. As an added check on Bit Defender, itself, I disconnected from the internet, and turned off all Bit Defender protections, intending to start Windows Defender and Windows Firewall, then try to access File Explorer. But on reboot, with all Bit Defender layers inactive, I still get the same error when I click on Control Panel.
From the search box on Start, I have failed to start GPEdit.msc. From all appearances, the basic Windows system is locked down for any system maintenance access.
