August 24, 2020 with many locked threads on this subject, but this is still a problem and this time seems to be a result of one of win10's updates.

Program set to "Run as Administrator"
"SLOW FILE SAVE" started happening several weeks ago in IrfanView (which is an essential program for my needs)
I have been through ALL of the suggested fixes posted in this and forums and tried multiple fixes such as changing File Explorer settings and command window actions such as "winsock reset", but none of them have made any difference

"SLOW FILE SAVE" started happening several weeks ago in IrfanView (which is an essential program for my needs)
- Any "save" action takes a minimum of 40 seconds for the save file dialog to appear and has taken as long as four minutes.
- Problem has been posted on the IrfanView forum but seems that my case is unique.
- The problem is consistent and happens on every file save.
- I have done two complete uninstalls and reinstalls without success.
- "Not Responding" appears in the window title bar if an attempt is made to close the window.
- No action of any kind can be taken in the window, but, it is possible to switch to other programs and work there during the delay.
- The problem DOES NOT happen when the same file and version is installed on Windows 8.1
- IrfanView is a 32 bit program, but other 32 bit programs do not have the same problem and the "save file" dialog opens instantly when selected.
- I have noticed delays in several other background file write situations.
