Date Time Format was keep changing after Upgrade to 1909

Hi All,

My computer date time won't fixed to a specific format after Upgrade to 1909 release, no matter how many times i have changed.

i would like the format change to "yyyy-mm-dd" but it keep revert back to "mm/dd/yy"


I have try the below repair command, but it won't help.

"sfc /scannow"
"DISM /Online /Cleanup-Image /CheckHealth"
"DISM /Online /Cleanup-Image /ScanHealth"
"DISM /Online /Cleanup-Image /RestoreHealth"
