.net framework 4 installation in 32-bit windows xp system having service pack 2

I want to install .net framework 4 in my 32-bit windows xp system with service pack 2. During installation it is showing blocking issue and recommending to install 32-bit Windows Imaging Component (WIC) then when i am trying to install 32-bit WIC then it is showing setup error windows and displaying "Access is denied".
