It looks like the Windows 2003 SBS is locking up files and it wont release
those files when you are done. At first I thought it was Excel misbehaving <
see below > but the problem still exist even tho I rebooted the server.
Any Ideals?

OK.
More information.
I rebooted the server. The lockes were released. However, The First person
in the files lockes that file. When they leave the file stays locked.
The OS will NOT release the locks.
