Policy being ignored on machine in domain

I've got a machine running 64bit XP Pro, fully up-to-date, on our domain
here. When a user logs in they get what appears to be the policy except for
one element: the background page doesn't work. Normally the desktop changes
to an active desktop that we have set up with our usage policy and other
important information.

However, it's not working for users. This only happens on 64bit XP, and I
don't know why. Is this a known issue, and is there a workaround?

Are you using Roaming profiles? If so and you are using a custom background,
it will not roam with the profile. You should show the registry entry and
the path to the background.
