How to STOP Win10 from opening program in the foreground?

I have found posts on how to stop this, but nothing tells me how to make this happen.


My last Win10 laptop, when I: right clicked on an image in a folder > open with > graphic software, the image would open in the graphic software, but the Folder Would Stay in the Foreground. The graphic program in which the image was opened Stayed In the Background. I LOVED THAT!


NOTE: the folder was Not set to always on top. If the folder window was smaller than the graphic program window and I clicked on anywhere on the graphic program the folder would go into the background, just like normal. The only difference was when I opened an image by right clicking > open with > graphics software, the Folder stayed in the foreground until I clicked on the graphic software - I want that to happen again.


On my new laptop, when I do the same, the graphic program opening the image comes to the foreground and the folder with all the images I want to open goes to the background. I'm Not loving that �� (I think that's the preset)

Any idea how to make my new laptop work like the old one when opening images into graphic software (or any software)?

I can't go poking around in the old laptop because it won't boot. ��
