unable to factory reset

i have a hp stream 13 notebook and i had tried upgrading to windows 10 but it never ended up working for reasons im unsure of then a few weeks later (now) im trying to factory reset my laptop but its not letting me. from what iv read online i need to get an iso of windows 8.1 to be able to do this but im just trying to get a heads up on the steps ill need to take in doing this
