I got an expired insider version of Windows 10 Home Single Language 2004 (OS Build 19631.1)
I tried following this thread but can't run mmc.exe and any apps with .msc extension therefore I can't execute gpedit, getting the same problem.

I disabled Smart Screen for applications.
I am the admin and a single user of my PC and executing as an admin doesn't change anything.
If I run them from a command prompt with admin rights, it works.
sfc /scanfile=C:\Windows\System32\mmc.exe
Windows Resource Protection did not find any integrity violations
UPDATE: Just opened gpedit.msc in admin cmd, User Configuration > Administrative Templates > Windows Components > Microsoft Management Console > Restricted/Permitted snap-ins > Computer Management is already Not Configured in my system
