I have not been able to update my Windows 10 Pro (Version 1909 Build 18363.1082) to version 2004, in spite of several efforts.
I thought if I reinstalled 1909 I might be able to then upgrade to 2004.
I ran setup.exe from the 1909 ISO, but after the computer restarted I got
We couldn't install Windows 10
We've set your PC back to the way it was right before you started installing Windows 10.
0xC1900191 - 0x20017
The installation failed in the SAFE_OS phase with an error during BOOT operation.
This seems to be a driver problem?
What I would like to learn is how to find out which device driver is causing this error.
