Windows Start menu button not work (post update and after roll back search bar stopped working but start menu worked again.)

Hello. My girlfriends computer was really slow. Surrogate COM was taking up 100% disk space. We did the windows disk clean (Right click C > Properties > Disk clean up and selected temporary internet files and thumbnails. This took care of Surrogate COM but then abunch of others took up disk space instead. So we did a windows update.

We updated to:
OS Build 19041.508
Windows Feature Experience Pack 120.2212.31.0

From:
OS Build 1903
18362.1016

The system is HP laptop 15-bs0xx

I7-7500U CPU
4.00 GB RAM
Windows 10 Family
64 bit

What happened after update:

The start menu, windows search, Sound icon at the bottom right, calendar/time, and wifi connection icons were unresponsive to left clicks.

We reset, and forced reset windows explorer, that did not resolve the issue.
We ran the dism /online /cleanup-image /restorehealth command after running the appropriate ones beforehand. This did not solve the issue.
The computer ran faster after the update but the toolbar not working was unacceptable. We reverted to the previous update. All of the toolbar options worked except Cortona and search bar after the rollback. We tried resetting Cortona/search bar but that did not resolve the issue.

I hope this helps microsoft rollout a patch for the bug. It is obviously something to do with the updates. If anyone has any solutions while we hold off on updating until they put out a proper one to get search bar to work. That would be great.
