I'm using a Windows 7 64bit Toshiba Satellite
1) I see a Windows Installer pop up when I turn on the screen, which shows the message:

2) The Action Center asks me to change the Windows Update settings. When I changed it (when I clicked Install Updates Automatically), the dialogue box got closed but still again the Action Center was asking me to change the setting to Install Updates Automatically. This means that changing the option to Install Updates Automatically didn't made any difference as it still was asking me to change the setting to Install Updates Automatically, which I did multiple times (but was of no use).
3) Went to the services tab and saw that Windows Update was disabled. I changed it to automatic, but it kept on reversing the change to disabled.
4) Did sfc /scannow and got the message:
Windows Resource Protection found corrupt files but was unable to fix some of them.
Opened sfcdetails.txt and saw these huge number of missing files (No threats were detected in Antivirus scans (Bitdefender)). Only the names of missing files are given below due to the character limit:

5) Downloaded KB4490628 but couldn't install it as it showed another message:

The service cannot be started, either because it is disabled or because it has no enabled devices associated with it.
6) Last but not least, tried to start the pc on safe mode by pressing F8, that too didn't work and all I heard was 5 to 6 beep sound and then the pc started as normal (normal mode).

2) The Action Center asks me to change the Windows Update settings. When I changed it (when I clicked Install Updates Automatically), the dialogue box got closed but still again the Action Center was asking me to change the setting to Install Updates Automatically. This means that changing the option to Install Updates Automatically didn't made any difference as it still was asking me to change the setting to Install Updates Automatically, which I did multiple times (but was of no use).
3) Went to the services tab and saw that Windows Update was disabled. I changed it to automatic, but it kept on reversing the change to disabled.
4) Did sfc /scannow and got the message:
Windows Resource Protection found corrupt files but was unable to fix some of them.
Opened sfcdetails.txt and saw these huge number of missing files (No threats were detected in Antivirus scans (Bitdefender)). Only the names of missing files are given below due to the character limit:

5) Downloaded KB4490628 but couldn't install it as it showed another message:
Installer encountered an error: 0x80070422
The service cannot be started, either because it is disabled or because it has no enabled devices associated with it.
6) Last but not least, tried to start the pc on safe mode by pressing F8, that too didn't work and all I heard was 5 to 6 beep sound and then the pc started as normal (normal mode).
