i am connected to the internet but, when i open the store, it says that i'm not connected to the internet

i am trying to download or upgrade to DirectX 11, to finally use my downloaded game. but when i open the store, it says that im not connected to the internet, i check my computer and i am connected to the internet. but, when i open the store again. it says that im not connected. so i click try again a few times but, still not able to get through to update. what am i gonna do to finally open the store. thanks!
