This has been going on for a while now. And I want to preface this with I am pretty positive it's nothing to do with my ISP because I have an aftermarket wireless card that works just fine (although when gaming on wireless I do get packet loss which from my reading is normal). I also have one of the higher tiers of service and none of my other devices really have this problem. I get between 80-100 mbps download and ~ 0.07 mbps upload (is this normal?) and my latency is ~20ms to not-too-far-away servers.
I've tried so many things including:
I've tested the cable with other devices and it seems to work fine. I have a brand new modem and router so I am pretty sure it's not either of those and I checked compatibility and I should be okay with that. The only other thing I can think of is something is up with either my motherboard or the ethernet port.
Is there any kind of screenshots or something I can provide to help assist anyone in this matter? Thank you so much for any advice or help.

- Resetting the modem and router
- Turning off green energy savings
- Unplugging the adapter and reconnecting
- Viewed the windows event logger
- Talked to my ISP which ASSURED me that everything looks right on their end, and I mostly believe them because my laptop works just fine
