KB4574727 Windows 1909 failing with 0x80070005

I am getting constant failures on applying Windows 10 1909 KB4574727 cumulative update with error 0x80070005. It indicates that this is an access denied error. I did SFC \SCANNOW to no help.

In looking at the CBS.log file, this is what it says in regards to where the access denied issue is. I removed the file and retried and still comes back.

Please help.
