Two recovery partitions, but one is mostly empty.

I've got two recovery partitions, one at the end of the drive and one near the beginning. The one at the end of the drive is the unlabeled 5th partition and has /Recovery/WindowsRE/Winre.wim in it which loads up the recovery environment. You can see that in this screenshot of MiniTool Partition Wizard:

If I run reagentc /info in the Windows Terminal, you can see Partition 5 is my active Windows Recovery partition:

REAGENTC.EXE: Operation Successful.

Partition 3 near the beginning of the drive is labelled Recovery but it's mostly empty as can be seen in the following screenshot of MiniTool Partition Wizard:

Clearly this is a remnant of something though and I want to restore it if possible. Based on the following post, it seems that install.wim from installation media should be on this.

If so, which directory should it be in? Are there any other files I need? How should I go about transferring install.wim? I know that I can mount in the Windows Recovery environment, but I'm not sure if I can see files on these partition types or not. Would appreciate some clarity from someone who is knowledgeable in this area.
