Cannot set Windows Time Startup to Automatic

Every time My new Windows 10 PC is Shutdown (including Sleep, Restart) the Clock stops running. I have to re-set it repeatedly. In Services ,Windows Time is always stuck on Manual Startup, even though I try to change it to Automatic in Services, etc. I have read about numerous 'fixes' but none have worked.
