I need some help fixing a persistent Graphics/Windows issue I've had for months. Even replacing hardware has not fixed it

For the past 2 - 3 months, I've had a constant issue with Client Server Runtime Process, and potentially Desktop Window Manager. While I understand DWM.exe is what is used to draw windows on the screen, there seems to be something else happening with CSRSS.exe.


One day randomly, csrss.exe started utilizing my GPU CONSTANTLY. It would NEVER idle, even with a fresh install (different versions as well all the way down to 1703). I even used older Nvidia drivers and the issue still happens. I used process explorer to determine that csrss.exe is utilizing my GPU which is taking resources that I need to game adequately. I have a 2080 and I can't even play games at a stable 60 FPS at 1080p as it constantly fluctuates and dips below 60 FPS.


This also causes massive lag in Windows and sometimes my screen blacks out and it seems like the driver has crashed, but again I've reinstalled Windows, used different drivers, and even replaced the GPU.


I replaced the RAM, GPU, and PSU, and the issue is still there, nothing has fixed it. I am going to replace my processor with a new one within the next couple of months but I don't see how it could even be that.

AMD Ryzen 9 3900x

32GB G.Skill Trident Z Neo (2 x 16GB) - Issue with XMP on or off so I know it's not ram (also ran a memtest overnight as well as OCCT test)

Gigabyte Aorus Master X570

EVGA RTX 2080 XC2 Ultra

EVGA 850W P2 PSU (Platinum)


As you can see in the photos, my GPU never idles. It used to be around 300mhz clock and 200mhz memory when idle but now it's constantly boosted and csrss.exe is ALWAYS using the GPU, it will not relent. Again, this is not the case on other people's computers as I've built 2 for my friends recently and they do not have this issue with similar hardware. Additionally, others on different sites and forums have expressed their concern about this issue as well but there is no definitive fix. I've disabled background apps, telemetry, and uninstalled the xbox gamebar/services through powershell and yet the issue persists.


Please someone help, I cannot use my computer as it is constantly lagging during normal use. Even 1080p Youtube videos lag at times.
