I tried adding and removing UK in the language options in the setting GUI app. I tried cmd to remove UK language.
Hell I tried reinstall windows, THIS HAS TO BE SUPERIOR TO FIXING WITH WINDOWS MEDIA CREATION TOOL RIGHT? IF IT DOESNT MAKE IT BE.
No matter what I do, this either comes back in the windows display language list, or the keyboard list, neither case has it in the preferred languages(installed languages) list.
Attempts include:
My speculation is every time windows restart it reverts to default system UI language which in this case is en-GB. So, how do I delete it? Why is it not allowed to change the online/deployed/actively-using windows default system UI language with DISM?
This is ****, it's being well over a year and this bug still haven't being fixed.
Also, windows build is 19042.

- add then remove UK keyboard, fixes it for a single session, UK comes back after restart/shutdown+boot
- remove UK in office app doesnt do anything
- powershell SetLanguage en-AU -Force removes Chinese keyboard but not UK keyboard.
- cmd lpksetup /u en-GB doesnt do anything at all because cant remove default UI language.
- doing 1 and remove UK entry in registry editor ensures first reboot UK keyboard doesn't appear, 2nd+ reboot it does appear
