Windows 10 How to disable gamepad controlling the start menu

I am using a software (DS4Windows) to emulate mouse-controls for a controller so I can use my laptop from a couch. The Problem is that when I open the start menu the left joystick that I have mapped to the mouse-controls moves a cursor if it is tilted beyond a certain point. this is especially infuriating when you scrolled down tilt the stick too far and the start menu jumps back to the top. The same thing happens in the settings menu.

This is what it looks like:

My question is how do I stop windows 10 from making my controller do this.

Additional information to avoid typical bot/microsoft-employee answers:

-Steam is installed but I have turned of any and all controller-support in Big-Picture and the problem still persists. This is usually the answer you wanted to give so I am making clear from the start that this does nothing.(!)

-The cursor appears even when DS4Windows is not running. So that is not the problem

-This also happens with an official XBox-controller it's not because it's third party

-I do have the latest update installed. I don't want to see that in the answers section

-I have tried turning my PC on and off and, as always, that didn't magically solve it

Please, don't reply if you give me the same "It's third party." or the dreaded "dO yOu HavE tHe lAteSt uPdAte?" response.

Thank you.
