I usually try and fix issues myself, but this one has got me stumped. Sorry if i don't explain well. Please ask questions. Thank you for assistance

I am having several strange symptoms that have begun occurring for last 2 Weeks.
PC had no issues since cpu replacement & win 10 reload about 6 months ago except for known cache problem with edge/chrome which was fixed by disabling these.
1. MAJOR ISSUE - usually requiring reset (multiple reset). On Shutdown or reset- initially nothing happens, can continue using PC as normal for about 2 minutes, then shutdown starts, sometimes no further issues. Sometimes blue "shutting down screen runs on forever and have to manually turn off or reset. During the time (when explorer stays on) there are no notifications of programs showing as needing to close/ task manager shows nothing unusual.
2. on startup, everything seems fine except mouse does not appear for 60-70 seconds. then everything works ok.
3.sometimes everything will freeze for about 30 secs except I can move the mouse This seems a common prob with Win 10 and has been occurring for me again for about 2 weeks. I had this issue when win 10 was first upgraded but previously got rid of problem by removing chrome and fully(???) disabling Microsoft edge (sometimes have to repeat this after updates). This seemed to be a cache problem.
4. Maybe Symptom of the above issues?? on one occasion I had no text in explorer windows or drop downs, only icons. the text was fine on desktop, outlook showed no text in menus, it all worked fine if i clicked on a file to name change the text appeared in the edit box. This only occurred once, i have screen shots if relevant.
5. have noticed general delay of a few seconds to open files and run programs that previously opened much faster, sometimes blue wheel. B
6. something I have never seen before, once only, BIOS hung at Banner (presumably before hand off) and required reset. Did not reoccur.
What I have done
(it is very unusual for me to ask for help, I am computer literate and able to troubleshoot this in general but have not found a solution ..yet).
Hardware- re-seated all components, tested cpu, ram, hdd, swapped usb, gpu, swapped out peripherals
Software- check bios settings. Windows -all basic resets sfc /scannow , dism, driver tests, remove other software. eventually reset windows 10, problem seemed gone for about 15 minutes after Win 10 reset then reoccurred.
Help much appreciated. Thank you
