Cannot install Windows Mixed Reality due to blocked Windows Update

I have a 2019 Razer Blade Pro 17" running Windows 10 Pro x64 Version 1909 Build 18363.959

I just got the HP Reverb G2 and I cannot get it working.

I cannot get Windows Mixed Reality Portal installed. I have the driver installed and it recognizes the headset and even allows me to do the drawing boundary setup but then errors on installation during the "hang tight while we download" phase.

My machine cannot update past 1909 I am told because of some incompatibility with a thunderbolt ssd driver. There were some problems installing updates, but we'll try again later. If you keep seeing this and want to search the web or contact support for information, this may help: (0x80080005)

I think I have tried everything besides reinstalling windows, which to me is not really an option because I have some really heavily modified applications I cannot go through the process of reinstalling.

Things I have tried:

  • Running updates troubleshooter
  • Updating through through the update assistant
  • Updating through the media creation tool
  • Doing an inplace update fails because my hardware isnt ready
  • running a command line windows image repair
  • Getting the updates in the updates catalog independently and trying to install

Each time I try to update I get a message saying my hardware is not ready for the update. Also there is a message that the issue has been addressed in an update and the safety block will be removed, but I still cannot install it. Ultimately I dont care about the Windows update, I just want mixed reality to work so I can use my headset, but I think it can't install because the update is blocked.

Please help.
