Delete file when Windows preview panel open

My Boss told me that he cannot delete the word file, it says the file is being opened, he restarted the PC, but the problem persist, I found that he is using windows preview panel (windows 8, office 2013), I told him to close the preview panel, but he said he can delete it in the situation since 10 years before,

May I ask, can we delete the word file when windows preview panel opens?
