Unable to install various applications "Set Up Files Are Corrupted"

I have been unable to install various legitimate programs, including some downloads form Cicso's NETCAD. I am constantly receiving the "Set up files are corrupted. Obtain an new cop of the program" message no matter what I do.

I checked the Administrative Events and constantly have a DistributedCOM error at the same time I try to open the .exe files. I am getting the following message:

The application-specific permission settings do not grant Local Activation permission for the COM Server application with CLSID

{2593F8B9-4EAF-457C-B68A-50F6B8EA6B54} (THIS CHANGES EVERY TIME)

and APPID

Any help would be appreciated. Machine specs are below if it will be helpful. Thanks in advance!
