Java SE Runtime Environment is unable to start an installation on Windows 10

Hello.

I am addressing this problem here, because I do not know what else to do.


No matter how I try to install Java, I get the same result. I download Java from official site, and when I open the installation file it pops out standard user account question "Do you want to allow this app to make changes to your device?" When I click "Yes", nothing happens. There is no background process running, no request, nothing. Not even loading mouse cursor.


I am working on a new Lenovo Carbon X1 8th gen, fresh Windows 10 with all updates installed. After spending hours trying to solve this, went through all FAQ one can bing, I have made a reset of Windows, without keeping the files. First thing I did after the reset, before even adjusting the regional setting and installing any updates, is Java download and installation, just to get the same result. I have never seen Windows behave this way, just ignoring any attempt to open a file.


Some of the thing I considered and tried is disable firewall, windows security, on network, without network, start it from cmd, run as administrator, try with all Java versions for Windows...


If anyone can provide me with the ideas, what to try, I will be grateful. Java is an essential requirement for banking applications I have to run on my business laptop, without it all I can do is return this beautiful product... and I will if I do not solve this.
