Odd 3-4 second Audio crackle/freeze following a permissions warning in EventViewer

So I've been having issues with this pc since late May. Got it from IBuypower, sent it back to them for repair twice. Now here were are in December and the issue still isn't resolved. Cant refund the pc at this point and I certainly don't want to drop another 2k on a gaming pc. As the title states every 4 hours or so it seems like a permissions warning proceeds the issue I'm having concerning DistributedCOM. After the permissions warning a second later the issue happens. So the permission issue is as follows:

After this issue the PC Audio crackles/PC freezes for afew seconds and I either lose the monitor for a second or whatever I'm in closes and i go back to the desktop, which is what i assume this is:​

This happens at least once a day. I've shipped the pc back to IBuypower twice since May (each time it has been gone for a month), they claimed to have replaced the Motherboard twice and the GPU but the issue remains. Any insight as to what can be causing this would be appreciated. It's almost been a year, this issue is driving me up a wall.​
