pc trying to force 1024x768 on different resolutions and messing them up (even with different hardware)

some things i went through it helps

It's through a hdmi to gpu and monitor/tv. At first i thought it was my gpu just being a **** and messing up, but going through so much trial and error going about different ways to fix it I can't say if it is a possibility atm this point im so lost. tried :


messing with tv and monitor's settings seeing if it was over scaling or not nothing there


**** around in Radeon's settings nothing, gpu scaling nope, super virtual resolution nope. full panel, preserve aseptic ratio nope, center nope


using DDU and then reinstalling the amd drivers nope, doing that and picking gaming, standard, skip, custom and so far nothing.


looking through amd, MS, Reddit forums nothing,


ran memtest86 to see if it was ram nope, chkdsk, to see if it was SSD or a hard drive failing nope, checked temps nothing stress test with benchmark pc test, furmark, gpu-z, CPU-z, core temp, hwinfo64, prime95, Uningine’s valley test nothing so not hardware which means its software based.


did Malwarebytes's premium full scan multiple times nothing cccleaner, windows defender nothing even did amd clean up, wiped the **** drive still there. it sometimes leaves after wiping it twice nc why that works but it always comes back thinking it maybe a windows 10 update ive tired rolling back before and it didn't work so im hesitant to try again, updated my bios/chipset which needed to be updated each time it was wiped somethings listed aren't driver and i know just listing off what was tired because i wasn't sure what it was/is. **** thought i was crazy seeing things at one point because in the settings it says everything's fine and even had a MS remote support session about 3 separate times the first few times it happened. i know im not because using steam as a visual indicator the UI will be offset miss placed and condensed as in these pics




After using DDU again it made it to where you could see the whole thing but not the right res and no option for it a few minutes later it downloads the drivers that let it use the right res 1368x768 and 2560x1080 but it messes up the resolution as shown why how the steam ui is all wonky. the last example is something i can really show because im not sure how to get a ss of the lock screen. Its thing is it shows the time and icons in a condense front and moves it close the middle of the screen when it used to be big/normal at the edge of the screen. its one in the morning so ill have to get back here later.
