computer softlocks? randomly

so I've been arguing with this issue for a wile now and I've finally given in after at least 4 months of scouring the internet searching for anyone else having the problem.

so randomly my computer will basically half freeze the system clock will stop most applications will work only half the time any media player will stop showing video and continue with audio until paused witch it pauses then stops accepting any input the mouse still moves around the gui for the task par will linger if i click on any thing other wise it takes a few seconds longer then it should to fully fade in then goes away like normal task manager will act like its working but its stopped updating values and if i try to click on anything on it it just freezes if i can catch it soon enough i can quickly go to the windows menu and que a restart then cancel out of it and everything will work again. I've run a cpu diagnostics I've updated graphics drivers I've run basically every diagnostic i could find for system items and none of them report anything wrong is there anyway to fix this before i just give in and do a full os reinstall
