I encrypted my files on windows 7 using a .pfx certificate. I had to recover my windows and reinstall it again as windows 10 which is my current OS.
I am trying to access the encrypted files but it is giving me the error code 0x80071771.
I tried to change HDD permission to Everyone using the following fix:

but it did not work.
I have already imported my .pfx certificates to personal in certmgr.
I have tried to uncheck "Encrypt contents to secure data" under Advanced in the file property, but it gave me the following error:
I tried to right-click the file and to select "File Ownership ==> Personal", but it gave me the following error:
When I double click the file, it gives me this error:
