Hi,
The task bar is not responding, the menu Start does not show up. I have recorded the issue - you can see it on YouTube there

When I manually shut down the explorer process, it does not restar, so I get no task bar.
What I tried:
Scanned all drives by KIS utility (Kaspersky), nothing suspicious have been found.
Application log has an error entry:
The program explorer.exe version 10.0.19041.662 stopped interacting with Windows and was closed. To see if more information about the problem is available, check the problem history in the Security and Maintenance control panel.
