Webcam wont work in Windows 8

I needed to add a webcam to an old desktop PC running windows 8 (not 8.1). The camera shows up in the device manager but it does not work. I have searched for answers but they all seem to suggest changing the permissions which should show up in the settings. But when I click on 'Charms' > 'Settings' that option is not available and I don't know where to look for it. Can anyone help please?
