Integrated GPU is not working properly, stays at 0%
I am having concerns as to why my integrated GPU (Intel(R) UHD Graphics 630) reaches from 0-1% utilization, all the time. There are some occasional utilization spikes, but it does not go above 10%. Otherwise, the dedicated GPU (NVIDIA GeForce GTX 1660Ti), in almost (if not, all) tasks I perform and programs I use, has the highest, and seemingly, the only one being utilized. So far, this is only prevalent when the laptop is plugged in. Perhaps it is prevalent while not charging, but I have yet to prove it. Extra information is mentioned below in Notes of Information.

Questions:
- How do I enable the integrated GPU? (priority)
- Is there a way in enabling both to have distributed utilization for all programs and tasks such as a game?
- Is there a way in enabling one GPU over the other (Integrated than Dedicated, Dedicated than Integrated)?

Notes of Information:
- I have reset the Manage 3D Settings.
- The left image is the external monitor and the right is the laptop monitor with Task Manager.
- In Device Manager, both display adapters, Intel(R) UHD Graphics 630 and NVIDIA GeForce GTX 1660Ti, are enabled; although, I have disabled and re-enabled Intel(R) UHD Graphics 630.
