ATTEMPTED_EXECUTE_OF_NOEXECUTE_MEMORY

Hello, for the past month I've been receiving blue screen errors. It all started about a month or 2 after moving my pc parts into a new case. When I moved the parts I also switched out the motherboard and CPU. I realized my pc was slow afterwards while playing Red Dead Redemption 2 and I noticed one of my ram sticks were not fully into the slot, so I fixed it. After that I had no problems what so ever until the blue screen errors started happening. Around the time it started my mouse started cutting in and out sometimes while playing games or scrolling through the internet. I've asked multiple questions and nothing has worked for me yet. I restarted my PC 3 times and after the second I didn't get a blue screen until a week after. The 3rd time I restarted I installed a fresh version of windows 10 through a USB because at the time I had thought the problem was the OS. But today (1/12/2021) I got a new BSOD called ATTEMPTED_EXECUTE_OF_NOEXECUTE_MEMORY. I looked into the dump files and found this information.

ATTEMPTED_EXECUTE_OF_NOEXECUTE_MEMORY (fc)
An attempt was made to execute non-executable memory. The guilty driver
is on the stack trace (and is typically the current instruction pointer).
When possible, the guilty driver's name (Unicode string) is printed on
the bugcheck screen and saved in KiBugCheckDriver.
Arguments:
Arg1: ffff960277579d98, Virtual address for the attempted execute.
Arg2: 8100000150455963, PTE contents.
Arg3: ffff9308b4f805e0, (reserved)
Arg4: 0000000000000002, (reserved)

Please if anyone can find the problem or solution let me know ASAP! After reading this it's making me think it could be the ram even tho I have done multiple test and memory diagnostics have found no problems at all. I also searched the supported ram speeds for my mother board and 3000mhz is considered OC, I just set it down to 2666mhz, could that have been the problem?

Specs:
RX 570 8gb

Ryzen 5 3600
16gb ram set at 3000mhz
