Shortcut to flush DNS Cache

I am trying to create a shortcut to flush my DNS cache to avoid having to open the command prompt and enter the ipconfig command each time. I have seen two methods to supposedly do this. In the first method, I create a batch file with the ipconfig.exe /flushdns command, save it, then create a shortcut to it. In the second method, I simply create a new shortcut with this command as the target. I have tried both methods, but neither method gives me a successful flush of the DNS Resolver Cache message like I get when I run it inside the command prompt window, so I am not sure if either of these methods work. Is there a way I can check these, or does anyone know if either of these or even a different method entirely will work?

Also, I was told that I need to run cmd as an administrator for the flush to work, but it seems to work properly without running cmd as an administrator. Does anyone know if this is necessary?
